The scope of the crime(s) committed, or repeated negative behavior, warrant the charge be elevated to a higher offence for punishment in increments of one level per instance.<ref>Attacking two people in the same fight is one instance. Committing two separate crimes in different locations, at different times, is two instances. Crimes from the same instance cannot be stacked together.</ref>


For the purposes of this Modifier, Corporate Crimes cannot escalate, but Security crimes are moderate crimes.

This means that one moderate crime and one major crime will always prefer the sentence of a major crime. Two moderate crimes are a major crime, and ''these'' can stack.

Crimes committed on a mass scale, no matter how minor, are not the same as a single crime of the same type, and should be elevated by one level for multiple affected areas, or two for a large portion of the station.  These should stack.
